Redefines "voter interface device" to prohibit its use for vote tabulation; requires all vote tabulation to be based on a subsequent scan of the marked marksense ballot or voter-verifiable paper output

Expands voting methods to allow all voters (not just those with disabilities) to use voter interface devices that produce voter-verifiable paper output, as long as devices meet federal accessibility requirements under the Help America Vote Act of 2002

Removes the phased timeline that previously limited voter interface device use to persons with disabilities until 2020

Requires Department of State rules for manual recounts to prohibit use of electronic or electromechanical reading devices to review hybrid voting system ballots (those with machine-readable fields and machine-printed text) unless the printed text is illegible

Takes effect January 1, 2020
