Allows school districts to use funds from taxpayer-approved bond referendums and the 1.5-mill district school tax for construction of educational facilities without requiring an educational plant survey recommendation

Restricts district school boards from using state funding sources (PECO funds, Classrooms First Program, etc.) for new school construction exceeding cost-per-student-station limits, but allows local funding sources to be used without these caps

Requires the Commissioner of Education to annually adjust cost-per-student-station limits based on economic factors beyond the Consumer Price Index, including labor and material costs, weather events, and building code changes, with reports due to the State Board of Education by January 1 each year

Expands items excluded from cost-per-student-station calculations to include legal and administrative costs, architect and engineer fees, furniture and equipment, covered walkways, hurricane hardening, security enhancements, and offsite improvements

Directs the Office of Economic and Demographic Research to update its 2017 "Review of Florida's Cost per Student Station" report with recommendations for a modified cost model or cost-per-square-foot alternative, due to the Governor and Legislature by December 1, 2019
