Expands confidentiality protections for child abuse reporters by prohibiting release of not just the reporter's name, but any identifying information that could reveal their identity

Allows release of reporter identifying information only to Department of Children and Families child protective services employees, central abuse hotline staff, law enforcement, child protection teams, and state attorneys, unless the reporter provides written consent

Maintains existing provisions allowing reporters to be subpoenaed when necessary, provided their status as the reporter is not disclosed

Subjects the expanded public records exemption to the Open Government Sunset Review Act, with automatic repeal on October 2, 2024, unless reenacted by the Legislature

States legislative finding that protecting only reporter names is insufficient since identity can be discerned through other identifying information, undermining the mandatory reporting system's effectiveness
