Requires correctional facilities to provide incarcerated women with free health care products including feminine hygiene products, tampons, non-lye-based moisturizing soap, toothbrushes, and toothpaste without requiring a medical referral or diagnosis

Mandates that health care products be made available in common housing areas and medical care facilities

Prohibits male correctional officers from conducting pat-down or body cavity searches on incarcerated women unless the woman poses an immediate risk of harm and no female officer is available

Requires male correctional officers to announce their presence when entering women's housing units and prohibits them from entering areas where women may be undressed (restrooms, showers, medical treatment areas) except in emergencies

Mandates documentation within 3 days of any emergency incident where a male officer conducts a search or enters a prohibited area, with the facility required to review and retain all such documentation
