Authorizes the Florida Department of Corrections to allow inmates to participate in supervised community release beginning 180 days before their provisional or tentative release date

Requires inmates on supervised community release to be under active electronic monitoring and community control, with eligibility determined through a risk assessment instrument

Permits law enforcement or probation officers to arrest inmates without a warrant if they violate terms of supervised community release, with violations reported to the supervising probation office or department's emergency action center

Allows inmates on supervised community release to continue earning or losing gain-time, but prohibits release before serving at least 85% of their sentence

Excludes inmates on supervised community release from being counted in prison population figures, and their community housing locations are not counted toward prison capacity
