Requires exchange programs to be operated by licensed hospitals, health care clinics, accredited medical schools, licensed addiction receiving facilities, or 501(c)(3) HIV/AIDS service organizations under contract with the county

Mandates one-to-one needle exchange, educational materials on blood-borne disease transmission, drug abuse counseling or referrals, HIV/viral hepatitis screening, and emergency opioid antagonist kits or referrals

Prohibits use of state, county, or municipal funds for program operations; programs must be funded entirely through private grants and donations

Requires annual data reporting to county commissions and the Department of Health, including participant numbers, needles exchanged, demographic profiles, and treatment referrals, while prohibiting collection of personal identifying information
