Allows retired school district instructional staff to be reemployed as substitute teachers immediately after retirement, without waiting the standard 6-month period before receiving both compensation and retirement benefits

Prohibits reemployed substitute teachers from accruing additional retirement service credit or renewing membership in the Florida Retirement System during their period of substitute teaching employment

Requires the State Board of Administration and Department of Management Services to request a determination letter and private letter ruling from the IRS to verify the changes comply with tax qualification requirements

Provides that if the IRS determines any portion of the act would disqualify the Florida Retirement System for tax purposes, that portion will not apply

Takes effect January 1, 2020, with the IRS determination requirements taking effect immediately upon becoming law
