Establishes a long-acting reversible contraception (LARC) pilot program in Duval, Hillsborough, and Palm Beach Counties through the Department of Health to improve access to implants, injections, and intrauterine devices for women

Requires the Department of Health to contract with family planning providers to deliver LARC services, including staff training on counseling and side effect management, technical assistance on billing and clinic operations, and community outreach

Appropriates $100,000 in nonrecurring funds from the General Revenue Fund for fiscal year 2019-2020, to be distributed equally among the three participating counties

Mandates the department to apply for federal grants and other funding sources to supplement state appropriations for the program

Requires a report to the Governor and Legislature by January 1, 2021 assessing program effectiveness, including data on unintended pregnancy reduction, clients served, cost per client, demographic information, and return on investment analysis
