Requires the Office of Insurance Regulation to conduct a study evaluating Florida's current essential health benefits (EHB) benchmark plan under the Affordable Care Act and options for changing it in future plan years

The study must compare EHB-benchmark plans and costs from all 50 states and solicit proposed health plans from insurers and health maintenance organizations

A report with recommendations for providing comprehensive care at lower cost must be submitted to the Governor and Legislature by October 30, 2019

Creates s. 627.443, F.S., authorizing health insurers and HMOs to create new health insurance policies that include at least one service under each of the 10 essential health benefits categories required by the ACA

Allows insurers to mix and match services or coverages from any state's essential health benefits requirements to fulfill federal EHB category requirements for policies issued in Florida
