Prohibits political subdivisions (counties, municipalities, etc.) from requiring employers to offer employment conditions beyond what state or federal law mandates, including wages, scheduling, leave, benefits, and preemployment screening

Expressly preempts regulation of minimum wage and employment conditions to the state level, preventing local governments from setting their own requirements

Maintains exceptions allowing political subdivisions to set employment conditions for their own employees, contractors working for the subdivision, and employers receiving direct tax abatements or subsidies

Preserves local authority over domestic violence or sexual abuse ordinances and does not restrict tribal governments from establishing employment conditions within their jurisdiction

Applies retroactively, voiding any existing local ordinances, regulations, or policies that conflict with the preemption
