Requires the Board of Governors and State Board of Education to create a uniform system for awarding postsecondary credit to servicemembers and veterans for military experience, training, and credentials

Establishes a 13-member workgroup by August 31, 2019, to develop a process for determining when military experience qualifies for postsecondary credit, with recommendations due by December 1, 2019

Mandates the Articulation Coordinating Committee approve a list of postsecondary course equivalencies and minimum credits for military experience by November 30, 2020, updated annually thereafter

State universities, Florida College System institutions, and career centers must award credit based on the approved list, with credits guaranteed to transfer between public institutions

Waives transcript fees at state universities, Florida College System institutions, and career centers for active duty military members, honorably discharged veterans, and their spouses and dependents
