Requires advanced birth centers to operate 24/7 with two medical directors (one board-certified obstetrician and one board-certified anesthesiologist), at least one dedicated surgical suite for cesarean deliveries, and a registered nurse present at all times

Mandates advanced birth centers maintain written agreements with blood banks for emergency transfusion services and with hospitals or obstetricians for patient transfers, with patients receiving emergency transfusions required to be immediately transferred to a hospital

Establishes discharge timeframes of 48 hours after vaginal delivery or 72 hours after cesarean section for advanced birth centers, compared to 24 hours for standard birth centers

Authorizes advanced birth centers to administer general, conduction, and local anesthesia, perform laboratory testing on-site, induce labor at 39 weeks for qualifying patients, and conduct postpartum sterilization and circumcision procedures
