Repeals sections 921.141 and 921.142, which outlined the procedures for determining whether to impose death or life imprisonment in capital felony and capital drug trafficking cases

Repeals sections 922.052-922.15, which governed execution procedures including warrant issuance, stays of execution, and proceedings for inmates who appear insane or pregnant

Removes references to the death penalty throughout Florida statutes, including provisions for capital collateral regional counsel, DNA evidence preservation in death cases, and exemptions protecting the identity of executioners
