Creates the Office of Drug Control within the Executive Office of the Governor, headed by a director appointed by the Governor and subject to Senate confirmation

Requires the office to coordinate drug control efforts across federal, state, and local agencies as well as public and private sectors

Tasks the office with serving as the Governor's liaison with state agencies, other state governments, the federal Office of National Drug Control Policy, and the public on substance abuse matters

Directs the office to develop strategic programs linking state agency drug control activities and secure funding for drug control efforts

Requires the director to submit an annual report to the Governor and Legislature by December 1 on substance abuse trends, program funding status, and strategy implementation recommendations

Effective date of July 1, 2019
