Creates the Office of Alcohol and Drug Control Policy within the Executive Office of the Governor, with a director appointed by and serving at the pleasure of the Governor

Requires the office to develop a strategic plan to reduce alcohol and substance abuse prevalence, monitor related data and policies, and collect information on drug crimes and overdoses for criminal justice recommendations

Directs the office to coordinate substance abuse treatment and prevention efforts among courts, agencies, schools, and service providers, including linking schools with community-based agencies for early intervention programs

Mandates annual reporting to the Governor, Senate President, and House Speaker on the effectiveness of state substance abuse policies and coordinated efforts

Requires the Agency for Health Care Administration to seek a federal Medicaid waiver to expand funding for substance use disorder treatment, including detoxification, residential services, medication-assisted treatment, and recovery support
