Authorizes local governments to allow permittee-responsible mitigation on lands the local government purchased and owns for conservation purposes when state and federal mitigation bank credits are unavailable for a project

Requires such permittee-responsible mitigation to consist of restoration or enhancement of the conservation lands and conform to permitting requirements under s. 373.4136

Recognizes that timing and geographical constraints can result in mitigation bank credits being unavailable when a project's application is completed

Creates an exception to the general prohibition on governmental entities creating or providing mitigation on previously purchased conservation lands
