Establishes the Web-based TRIM Notice Pilot Program in Pinellas, Pasco, and Hernando Counties, allowing property appraisers to post proposed property tax notices on their websites instead of mailing them, effective October 1, 2019 through December 31, 2023

Property appraisers must present their web-based notice plan at a public county commission meeting before implementation, though board approval is not required

Taxpayers must be given the option to receive email notifications when notices are posted online or to opt out and continue receiving notices by first-class mail

Beginning January 1, 2020, participating property appraisers must mail each taxpayer a one-time notice explaining the transition to web-based notices and how to appeal property valuations, classifications, or exemption status

OPPAGA must submit a report by December 1, 2022 evaluating the pilot program's participation, cost savings, petition filing numbers, and recommendations for potential statewide implementation
