Requires licensed electrologists who perform laser hair removal or reduction procedures to be certified by a nationally recognized electrology organization in the use of laser or pulsed-light devices

Repeals the Electrolysis Council, transferring its advisory functions directly to the Board of Medicine

Expands the definition of "electrolysis or electrology" to include permanent hair removal using FDA-cleared equipment and board-approved protocols, removing the previous specific reference to destroying hair-producing cells

Gives the Board of Medicine sole authority to establish minimum standards, adopt rules for ethics codes, approve training curricula, and set continuing education requirements for electrologists

Effective date of October 1, 2019
