Prohibits charter schools in Florida from operating as, or being operated by, for-profit corporations, for-profit educational management organizations, or for-profit charter management organizations

Defines "operate as, or be operated by" to include: nominating or removing board members, employing or supervising staff, managing day-to-day operations, controlling budgets or expenditures, providing pre-approved services, developing curriculum, providing funding/financing, construction services, and real estate transactions

Bars charter schools from using subcontracts to circumvent the for-profit prohibition

Makes a technical change allowing (rather than requiring) home school districts not to report virtual charter school students for funding

Effective date of July 1, 2019
