Creates a "Students' Bill of Rights" establishing that students in public schools and state scholarship-participating private schools have the right to attend facilities that are structurally sound, accessible, and meet fire safety, sanitation, and safe school design standards

Requires new school facilities located outside Category A, B, or C hurricane evacuation zones to comply with public shelter design criteria under the Florida Building Code

Mandates that startup charter schools comply with both the Florida Building Code and State Requirements for Educational Facilities (SREF), removing a previous exemption from SREF requirements

Requires state scholarship-participating private schools existing before June 1, 2022 to comply with facility standards, with Department of Education verification by June 1, 2023, and annual verification thereafter for newly constructed or renovated facilities

Directs the Department of Education to establish a verification process and publish compliance results on its website by August 1 of each year
