Prohibits counties, municipalities, and other local governmental entities from adopting or enforcing ordinances regulating over-the-counter proprietary drugs and cosmetics before July 1, 2021

Imposes a $25,000 fine on any local government that attempts to adopt or enforce over-the-counter drug and cosmetics regulations during the moratorium period

Requires offending local governments to pay attorney fees and costs to any party that prevails in a civil action to enforce the moratorium

Preempts regulation of alternate generated power sources (including transfer switches) for motor fuel dispensing facilities exclusively to the state and Division of Emergency Management

Effective date of July 1, 2019
