Extends the grandfathering deadline for registered electrical contractors, alarm system contractors, and electrical specialty contractors to obtain state certification from November 1, 2015 to November 1, 2021

Allows registered contractors who passed approved proctored exams (such as those from National Assessment Institute, Block and Associates, or Professional Testing, Inc.) to become state-certified without taking the standard certification exam

Requires applicants to have at least 5 years of experience as a contractor, inspector, or building administrator in their category, with only active, non-probationary license periods counting toward this requirement

Disqualifies applicants who have had their license revoked, suspended within the last 5 years, or been fined more than $500 in the last 5 years

Effective date of July 1, 2019
