Extends the statute of limitations for prosecuting first or second degree felony sexual battery offenses against victims 16 years or older from 8 years to 15 years for offenses not already time-barred as of July 1, 2019

Requires the Department of Law Enforcement to adopt a statewide information management system by January 1, 2020 to track sexual offense evidence test kits, including location, lab submission status, testing, completion, and storage

Mandates development of policies and procedures to ensure sexual battery victims can access information about their evidence kits, including testing status, whether DNA was obtained, and whether any database matches were found

Applies to sexual battery offenses committed on or after the effective date of July 1, 2019
