Establishes Driver License Reinstatement Days programs through clerks of court to help individuals reinstate suspended licenses due to unpaid fines, failure to appear, or driving violations, with clerks authorized to reduce or waive certain fees

Increases theft offense thresholds from $300 to $750 for grand theft third degree, from $300 to $1,000 for various theft-related offenses including sales tax theft and defrauding innkeepers

Requires Military Veterans and Servicemembers Court Programs in each judicial circuit (previously discretionary) and expands eligibility to include Department of Defense contractors and foreign allied country military members

Reforms probation by requiring early termination or conversion to administrative probation after completing half the term if conditions are met, and establishes mandatory alternative sanctioning programs for technical violations instead of automatic revocation

Revises juvenile direct file provisions by eliminating mandatory direct file requirements and requiring a due process hearing where a judge must consider factors including the child's sophistication, maturity, trauma history, and rehabilitation prospects before a juvenile can be prosecuted as an adult
