Expands the definition of counties eligible for state-funded aerial photographs and nonproperty ownership maps to include "fiscally constrained counties" in addition to counties with populations of 25,000 or fewer

Defines "fiscally constrained county" as a county within a rural area of opportunity designated by the Governor or a county where the value of one mill raises no more than $5 million in revenue based on certified school taxable value

Removes the requirement that the Department of Revenue automatically furnish aerial photographs and maps at least every 3 years, instead requiring them only upon request by property appraisers

Counties not classified as fiscally constrained or having populations over 25,000 must pay for their own aerial photographs and maps, with fees deposited into the Certification Program Trust Fund
