Expands the definition of "patient" in veterinary medicine to include a herd, collection, or group of animals, not just individual animals

Adds a new definition for "physical examination" as the evaluation of a patient by personal inspection, palpation, and auscultation

Redefines "veterinarian/client/patient relationship" to require either a physical examination, timely and medically appropriate visits to the premises where the patient is kept, or access to prior records with designation from a previous veterinarian

Updates veterinary medical records provisions to use consistent terminology regarding physical examinations and record ownership
