Requires state universities to calculate an individualized excess credit hour threshold for each student based on the specific credit hours required for their degree program

Prohibits adjusting a student's excess hour threshold when changing degree programs unless the new program requires more credit hours than the original

Changes the excess credit hour surcharge threshold from 110% to 120% of required degree hours, effective summer term 2019

Maintains the 100% tuition surcharge rate (doubling tuition cost) for each credit hour exceeding the threshold

Preserves the existing refund provision allowing first-time-in-college students who complete their degree within 4 years to receive a refund of surcharges for up to 12 excess credit hours
