Mandates identification of existing and proposed reserves in constitutional officers' budgets

Requires tentative budgets to be posted on the county's official website at least 2 days before the public hearing

Constitutional officers' budgets must be displayed separately from the county's overall tentative budget on the website to clearly distinguish them
