Modifies the safe schools allocation for fiscal year 2019-2020 so that additional funds for school resource officers are distributed to all school districts based on their proportionate share of total unweighted full-time equivalent student enrollment, regardless of participation in the Coach Aaron Feis Guardian Program

Removes the previous requirement that school resource officer funding be used to increase officers above 2017-2018 levels

Requires district school superintendents to return any unused funds from the 2018-2019 fiscal year that were appropriated for the Coach Aaron Feis Guardian Program to the Department of Education by July 1, 2019

Authorizes the Department of Education to redistribute returned Guardian Program funds to school districts that have not previously participated in the program, upon request, for implementing school safety programs

Effective date of July 1, 2019
