Establishes the Dental Student Loan Repayment Program to provide up to $50,000 per year for up to 5 years to Florida-licensed dentists who work in public health programs serving Medicaid recipients and low-income patients in dental health professional shortage areas or medically underserved areas

Limits new dentist participants in the loan repayment program to no more than 10 per fiscal year, with eligibility lost if the dentist leaves qualifying employment, stops participating in Medicaid, or faces disciplinary action

Creates the Donated Dental Services Program to provide free comprehensive dental care through volunteer dentists to needy, disabled, elderly, and medically compromised individuals who cannot afford treatment but are ineligible for public assistance

Requires the Department of Health to contract with a nonprofit organization to administer the Donated Dental Services Program, including maintaining a volunteer dentist network, operating a referral system, and submitting annual reports

Declares legislative intent to promote dental access across Florida's diverse regions, recognizing that oral health is integral to overall health, workplace productivity, and children's cognitive development
