Requires new residential swimming pools to have at least two safety features (increased from one) to pass final inspection, with options including pool barriers, safety covers, exit alarms, self-closing/self-latching doors, or pool water alarms

Prohibits property owners from selling a parcel containing a swimming pool unless the pool meets at least two of the specified safety feature requirements

Changes the penalty for non-compliance from a second-degree misdemeanor (criminal) to a noncriminal violation with civil penalties

Requires home inspectors to include in their reports any pool safety features present when inspecting properties with swimming pools

Allows violators to avoid penalties by installing required safety features and attending a drowning prevention education program within 45 days of receiving a citation (named "The Kacen's Cause Act," effective October 1, 2019)
