Requires offices where physicians perform liposuction procedures removing more than 1,000 cubic centimeters of fat, Level II office surgeries, or Level III office surgeries to register with the Department of Health, unless licensed under chapter 390 or 395

Mandates each registered office designate a physician with a full, active, and unencumbered license by January 1, 2020 to be responsible for compliance with health and safety requirements, with 10-day notification requirement if the designated physician changes

Requires registered offices and practicing physicians to meet financial responsibility requirements, and subjects offices to at least annual inspections including patient record reviews (inspections may be unannounced except for certain clinic types)

Authorizes the Department of Health to issue emergency suspension orders, revoke registrations, and bar owners/operators from registering new offices for 5 years following revocation for non-compliance with office surgery standards

Imposes a $5,000 per day fine on physicians who perform covered procedures in unregistered offices, and adds performing such procedures in unregistered offices as grounds for license denial or disciplinary action
