Prohibits driver's license suspension solely for failure to pay fines, fees, or penalties unless the court determines the person has the ability to pay but refuses; establishes specific exemptions including those receiving unemployment benefits, SSI/SSDI, temporary cash assistance, or who are incarcerated

Reduces license revocation/suspension periods for drug trafficking convictions from 1 year to 6 months and removes possession and sale offenses from mandatory license suspension requirements

Requires courts to inquire about a person's ability to pay civil penalties at the time of ordering and allows satisfaction of penalties through community service for those demonstrating financial hardship

Caps monthly payment plans at 2% of annual net income divided by 12, or $25 per month (whichever is less), and extends the collection referral period from 90 to 120 days

Repeals multiple statutes that suspended driver's licenses for non-driving offenses including school attendance violations, worthless checks, theft, and certain alcohol/tobacco offenses by minors
