Establishes the SAIL to 60 Initiative to increase the percentage of working-age adults with postsecondary credentials to 60% by 2030, and renames the Higher Education Coordinating Council as the Florida Talent Development Council with expanded membership and responsibilities

Creates the Career and Technical Education (CTE) graduation pathway option beginning in 2019-2020, requiring 18 credits including career education coursework, industry certification, and work-based learning as an alternative route to a standard high school diploma

Requires middle school students to complete a career and education planning course that results in a personalized academic and career plan, and mandates all school districts offer a financial literacy elective course starting 2019-2020

Creates the Florida Apprenticeship Grant (FLAG) program to provide competitive grants for establishing new or expanding existing apprenticeship and preapprenticeship programs, and requires the Department of Education to publish annual reports on apprenticeship programs

Requires career centers to enter agreements with high schools for career dual enrollment opportunities, establishes reverse transfer agreements allowing Florida College System institutions to award associate degrees to students who transfer to state universities before degree completion
