Mandates that organizations granted initial state approval submit complete federal PACE applications within 12 months or lose approval

Requires the CARES program to determine medical eligibility within 21 days of receiving complete applications; allows contractors to provide services to applicants pending final eligibility determination with retroactive Medicaid payment if approved

Exempts PACE organizations from chapter 641 (health maintenance organization) requirements and mandates compliance with CMS quality and performance standards for program oversight
