Counties and municipalities must include provisions addressing contaminated recyclable material in all residential recycling collection and processing contracts executed or renewed after October 1, 2019

Residential recycling collectors and materials recovery facilities are not required to collect, transport, or process contaminated recyclable material unless their contract with the local government specifically addresses contamination procedures

Recycling contracts must define "contaminated recyclable material," outline strategies to reduce contamination, establish procedures for rejecting contaminated loads, and specify education and enforcement measures

Local governments are prohibited from requiring further Department of Environmental Protection verification for certain exempt projects, including dock installations and repairs

Dock and pier replacement or repair exemptions are expanded to allow structures within 5 feet of the original location rather than requiring the exact same location, provided no additional aquatic resources are permanently impacted
