Changes certification requirement for certified master social workers from discretionary ("may") to mandatory ("shall") for applicants who meet specified conditions including education, experience, and examination requirements.

Reduces required experience for certified master social worker certification from 3 years to 2 years, with 2 years at post-master's level under appropriate supervision.

Defines "certified master social worker" as a person certified to practice generalist social work and defines "practice of generalist social work" to include assessment, treatment planning, case management, supervision, consultation, education, research, and community organization.

Requires licensed clinical social workers, marriage and family therapists, mental health counselors, certified master social workers, provisional licensees, and registered interns to display professional titles on all promotional materials including social media.

Eliminates obsolete provisions regarding board appointment timelines and examination fee collection procedures; authorizes the Department of Health to adopt implementing rules; effective July 1, 2019.
