Expands the definition of high-performing charter schools to include schools receiving school improvement ratings under s. 1008.341, requiring at least two "commendable" ratings and no ratings below "maintaining" during each of the previous 3 school years as an alternative to the existing "A" grade requirement.

Removes the provision allowing charter schools to qualify for high-performing status by earning two consecutive "A" grades in the most recent 2 school years, effective immediately.

Changes the facility capacity measurement for enrollment increases from "facility capacity at the time the enrollment increase will take effect" to "current facility capacity."

Reduces the number of charter schools that a high-performing charter school may establish in any year from two to one, with an exception allowing more than one if the school operates in a persistently low-performing school area and serves students from that school.

Takes effect July 1, 2019.
