Expands the public records exemption in s. 943.059(4) to include criminal history records of minors that are administratively sealed pursuant to s. 943.0586 (cases not filed, dismissed, nolle prosequi, or acquitted).

Makes administratively sealed minor records confidential and exempt from public records disclosure, limiting access to the subject, their attorney, criminal justice agencies, judges, and specified licensing/employment entities.

Allows persons with administratively sealed records to lawfully deny or fail to acknowledge arrests, with exceptions for criminal justice employment, criminal prosecution, Bar admission, and certain licensing/employment contexts.

Subjects the expanded exemption to the Open Government Sunset Review Act, with the exemption set to expire on October 2, 2024, unless the Legislature reenacts it.

Establishes that if the exemption is not saved from repeal, the statute reverts to its June 30, 2019 version while preserving other amendments not dependent on this expansion.
