Creates section 1002.78, F.S., requiring public elementary schools with kindergarten programs to collaborate with private prekindergarten providers in their area to facilitate communication between preschool directors, principals, parents, and students.

Requires elementary school principals to identify feeder pattern private prekindergarten programs, provide early kindergarten registration, and invite preschool directors to meetings to discuss student data, assessment results, and records in compliance with federal privacy law.

Mandates principals prepare welcome packets for incoming kindergarten students with preparation activities and organize visits allowing preschool providers, parents, and students to participate in school activities with kindergarten students.

Directs the Office of Early Learning and early learning coalitions to assist school principals in identifying private prekindergarten programs in their areas and connecting principals with preschool directors.

Takes effect July 1, 2019.
