• Establishes streamlined permit processing for small wireless facilities and utility poles, including 14-day completeness review, 60-day approval deadline, and prohibition on public notification requirements or mandatory pre-application meetings.

• Allows only municipalities and counties that had elected to require permit fees as of January 1, 2019 to continue collecting them; others cannot newly impose such fees, though those not requiring fees may increase local communications services tax by up to 0.12-0.24 percent.

• Prohibits authorities from requiring design standard compliance, limiting facility placement by minimum separation distances, or mandating collocation on specific poles, though authorities may adopt objective design standards that can be waived if not reasonably compatible or technically feasible.
