Removes the mandatory retention requirement for third grade students who fail to score Level 2 or higher on the English Language Arts assessment, while maintaining intensive reading intervention supports.

Allows students to be promoted to grade 4 if they meet a good cause exemption under existing criteria, including demonstrated proficiency through portfolio review or alternative assessments.

Requires school districts to provide intensive reading interventions for retained students, including evidence-based instruction, summer reading camp participation, and minimum 90 minutes of daily reading instruction.

Eliminates the requirement to notify parents that mandatory retention will occur if reading deficiency is not remediated by end of grade 3, replacing it with notification of proposed interventions and supports.

Requires that teachers providing reading instruction to retained students be highly effective and, beginning July 1, 2020, certified or endorsed in reading.
