Limits local governments to carrying forward unexpended building code enforcement fee revenue to no more than the average operating budget for the previous 4 fiscal years, excluding reserve amounts.

Requires excess funds that cannot be carried forward to be used for fee rebates and reductions rather than other purposes.

Provides an exception for local governments with a Building Inspections Fund Advisory Board established by January 1, 2019, allowing them to carry forward excess funds upon board recommendation.

Expands prohibited uses of building code enforcement fees to include surcharges or similar fees not directly related to Florida Building Code enforcement.

Takes effect July 1, 2019.
