Designates law enforcement, fire suppression, emergency rescue, and code enforcement services as related to community redevelopment plans and eligible for increment revenue financing.

Authorizes counties and municipalities to fund incremental costs of law enforcement and emergency response in community redevelopment areas using increment revenues if a jointly-developed methodology for revenue distribution is established with the community redevelopment agency.

Updates cross-references in sections 163.340 and 163.358 to reflect the redesignation of subsection (4) to subsection (5) in section 163.370.
