Authorizes public schools to purchase naloxone (opioid antagonist) from wholesale distributors or enter into arrangements to receive it at fair-market, free, or reduced prices for use in student opioid overdose emergencies.

Requires naloxone to be maintained in a secure location on school premises and mandates school districts adopt a protocol developed by a licensed physician for administration by trained school personnel.

Provides immunity from liability for school districts, employees, agents, and the physician who develops the protocol when naloxone is administered by trained personnel following the protocol in response to a suspected opioid overdose.

Establishes exceptions to immunity if trained personnel act with willful and wanton conduct, and clarifies immunity applies regardless of parental notice, parental authorization, or physician authorization.

Takes effect July 1, 2019.
