Expands the definition of "crime" under victim assistance law to include lewd or lascivious offenses involving non-consensual touching of persons aged 16 or 17 that results in psychiatric or psychological injury.

Increases the maximum payment for forensic physical examinations of sexual battery and lewd or lascivious offense victims from $500 to $1,000 per violation.

Crime Victims' Services Office shall cover medical expenses for initial forensic exams regardless of victim's insurance status or cooperation with law enforcement.

Effective date: July 1, 2019.
