Requires the Florida Building Commission to adopt rules mandating baby-changing tables in newly constructed buildings or those undergoing substantial renovation (more than 50% of gross floor area with structural changes to public restrooms) on or after October 1, 2019.

Applies to theaters, sports arenas, convention centers, public libraries, passenger terminals, amusement parks, restaurants with 50+ seat capacity (unless a baby-changing table exists within 300 feet), shopping centers over 25,000 square feet, and retail stores over 5,000 square feet.

Requires at least one baby-changing table accessible to women and one accessible to men on each floor with a restroom, or alternatively one accessible to both genders.

Mandates signage indicating the location of each baby-changing table and central directory listings in multi-establishment buildings like shopping malls.

Exempts buildings when baby-changing table installation would exceed 10 percent of total construction or renovation costs.
