Establishes minimum nonnursing direct care staffing of 2.5 hours per resident per day with a requirement of at least one certified nursing assistant per 20 residents at any time.

Maintains minimum licensed nursing staffing of 1.0 hour per resident per day with a requirement of at least one licensed nurse per 40 residents at any time.

Permits licensed nurses to count toward direct care staffing requirements when performing direct care duties, provided the facility meets minimum licensed nurse requirements and hours are not counted twice.
