Removes the definition of "grandfathered salary schedule" and allows district school boards to continue using previously adopted salary schedules for existing employees with continuing or professional service contracts.

Authorizes district school boards to use advanced degrees in setting salary schedules for instructional personnel and school administrators, removing the prior restriction that limited this to salary supplements only.

Changes performance salary schedules from mandatory to optional, allowing district school boards to adopt them at their discretion rather than requiring adoption by July 1, 2014.

Changes salary supplements from mandatory to optional, allowing district school boards to provide supplements for Title I schools, low-performing schools, critical shortage areas, and additional academic responsibilities.

Modifies the Schools of Hope Program to allow the state board to suspend (rather than waive) requirements of s. 1012.34 regarding teacher performance evaluations when implementing school improvement plans.
