Expands the public records exemption for "active" criminal investigative information to include ongoing, good faith reinvestigations of claims of actual innocence in cases that previously resulted in conviction.

Allows criminal investigative information related to reinvestigations of prior convictions to remain exempt from public disclosure until the claim can no longer be reasonably investigated or relief is granted.

Applies the Open Government Sunset Review Act to this expansion, requiring legislative reenactment by October 2, 2024, to prevent automatic repeal.

Includes a statement of public necessity citing the need to protect personal information and safeguard criminal justice agency investigations into actual innocence claims.

Takes effect July 1, 2019.
